
The Terms of Reference of the CGC are:
- To govern the College and its Study Centres within the broad policies and financial direction set out by the Board of Directors of YCEF and the guidelines set out by the Executive Directorate of YCEF for the College, and ensure that the Vision, Mission and Goals of the College are being effectively pursued;
- To ensure that the College is managed effectively;
- To ensure that the quality of all aspects of the College’s work is effectively assured and that improvements are brought about where necessary;
- To ensure that the education of the students is pursued in an appropriate manner and that it leads to the outcomes desired;
- To ensure compliance with the Education Ordinance;
- To discuss, amend as judged appropriate and approve the various strategic plans, annual goals and policies including academic, programme-related, staffing, financial and administrative plans and proposals put forward by the College;
- To receive Reports from the College Study Centres on issues affecting them, and where necessary to co-opt representatives for meetings at which major matters concerning the Centres are to be discussed;
- To receive Reports from the College’s External Examiners and other external advisers as the Council deems appropriate, and recommend action based on them;
- To appoint and appraise the College President;
- To nominate a member of the CGC to sit on the Appointment Panel for Senior College Staff;
- To cause minutes to be kept, which include inter alia, notes of:
- all appointments made by the Council.
- the names of the Members of the Council present at each Meeting of the Council and of any committee of the Council.
- all resolutions and proceedings at all Meetings of the Council and of any Committee of the Council,
- To present such reports to the YCEF’s Executive Directorate regarding the progress and status of the College as the YCEF Directorate may request from time to time.
Finance Committee
The CGC has established a Finance Committee to:
- meet on a regular basis as and when necessary;
- work closely with YCEF’s Finance and Accounts Division to handle daily College financial requests and issues;
- work closely with YCEF’s Finance and Accounts Division to oversee the College’s books of accounts and its annual audit by an external auditor;
- approve the College’s policies and procedures for banking, purchasing, payments and reporting;
- scrutinise the College’s budgets and other financial plans, including amendments to same, before their proposal to the Council.
The Treasurer of the Council will be responsible for reporting back to the Council the decisions and actions taken by the Finance Committee.
